Plans get approved on paper. Construction happens in the real world. And the real world does not always match the paper.

That gap between design and reality is where as-built surveys earn their keep. They compare what got built against what was approved, and they catch problems long before a lender, inspector, or future buyer finds them the hard way.

For developers, that gap can mean a delayed closing, a costly retrofit, or a dispute nobody wants to have mid-project. Here is where as-built surveys actually find trouble, and why the details matter more than most people think.

Vertical Discrepancies: The Elevation Errors Approved Plans Never Catch

Most people picture survey problems as things sitting in the wrong spot. A wall a few feet off. A building too close to the property line.

But the discrepancies that cause the most damage are often vertical, not horizontal.

Slab elevations poured a few inches low. Site grading that does not match the approved drainage plan. A parking lot slope that is slightly steeper than the design called for. None of these show up in a quick site walk. They show up when water pools where it should not, or when an ADA-required ramp slope fails inspection after the concrete has already cured.

An as-built survey measures actual elevations across the site and checks them against the approved grading and drainage plan. If the finished floor elevation is off, or a swale does not drain the way the civil engineer intended, the survey catches it while it is still fixable.

Fixing a grading problem after paving is far more expensive than fixing it during rough grading. This is why elevation checks belong early in the as-built process, not as an afterthought.

As-Built vs. Record Drawing vs. Redline: Why These Aren’t the Same Document

These three terms get used like they mean the same thing. They do not.

A redline is a marked-up copy of the original plans. A contractor pencils in changes as work happens. It is useful, but it is based on memory and field notes, not measurement.

A record drawing is a cleaned-up version of that redline. It looks more official. It is still not measured or verified by anyone independent of the construction team.

An as-built survey is different. A licensed surveyor goes to the site and measures what is actually there. Building corners, utility locations, elevations, pavement edges. The result is a sealed, field-verified document that holds up as evidence if a dispute ever lands in front of a lender, an attorney, or a city official.

If your closeout package only includes a contractor’s redline, you do not actually know what was built. You know what someone remembers building.

The Point Cloud Overlay: How Surveyors Digitally Stack Reality Onto the Design Model

Modern as-built surveys often start with a laser scan of the finished site. That scan produces a point cloud, which is essentially millions of measured points that recreate the site in 3D.

Once that point cloud is georeferenced, meaning it is tied to real-world coordinates, it can be laid directly on top of the architect’s or engineer’s design model. The overlay makes gaps visible instead of theoretical.

A wall that shifted two inches shows up as a red flag on the model. A footing poured outside its planned line stands out immediately. Instead of comparing rows of numbers on two separate sheets, the developer and design team can look at one image and see exactly where the build strayed from the plan, and by how much.

This method is faster than manual comparison, and it leaves a clear visual record. That record is useful during construction, and it is just as useful later if a dispute comes up.

Where As-Built Surveys Catch What Building Inspectors Miss: Setbacks and Easement Encroachments at Closeout

Building inspectors check code. Wiring, framing, fire separation, structural details. What they generally do not check is whether the building sits in the right spot relative to the property line or a recorded easement.

That means a structure can pass every building inspection and still sit too close to a setback line, or partially inside a utility easement nobody double-checked during construction.

An as-built survey confirms the finished structure’s exact location against the recorded plat, the approved site plan, and any easements on file. If a corner of the building creeps into a setback, or a loading dock encroaches on a drainage easement, this is where it gets caught.

Catching it at closeout, before the certificate of occupancy is finalized, gives the developer options. A variance request. A design adjustment. Something manageable. Catching it after the building is sold and occupied turns a manageable problem into a legal one.

From Discrepancy to Dispute: How As-Built Findings Trigger Change Orders, Retainage Holds, and Claims

An as-built survey is not just a paperwork step. It is often the piece of evidence that decides who pays for what.

If the survey shows work that does not match the approved plans, that finding can support a change order negotiation, or justify holding retainage until the contractor corrects the issue. If a dispute escalates further, the sealed survey becomes documentation an attorney or insurer can actually rely on, rather than a contractor’s word against an owner’s word.

This is why it helps to order the as-built survey using the same benchmark and control points established during the original staking. Consistent reference points mean any deviation the survey finds is a real deviation, not a mismatch caused by measuring from two different starting positions.

For developers managing multiple trades and a tight schedule, that kind of clear, independent documentation is worth having before final payment goes out, not after.

Before You Close Out the Project

Plans are a promise. Construction is what actually happened. Somewhere between the two, small gaps show up, and most of them are cheap to fix while the crew is still on site.

If you order the as-built survey early enough, and you check it against the same reference points used from day one, you catch those gaps while they’re still just a punch list item. Wait until after closing, and the same gap turns into a phone call you don’t want to make.
